This government only won the support of 24% of eligible voters. Thats no kind of mandate.

大家早上好!
今天我国旗下演讲的题目是《新年新起点》。
在本周的日历上，有一个光辉的日子——1月1日，这标志着华夏神州又增添了一道年轮，标志着时代的航船乘风破浪，伟大祖国又迎来了充满希望的一年。
1月1日又称元旦，“元”是开始，第一之意;“旦”是早晨，一天之意。“元旦”就是一年的开始，一年的第一天。从字面上看，“旦”字下面的一横代表着波涛澎湃的海面，一轮红日正从海上喷薄而出放射着灿烂辉煌的光芒，这个象形字生动地反映了旭日东升的形象。把“元旦”合在一起，就是要人们以蓬勃的朝气和奋发的斗志来迎接崭新的一年。
东晋诗人陶渊明曾有过这样的感叹：“盛年不重来，一日难再晨，及时当勉励，岁月不待人”。我们也不乏这种紧迫感。我们是青年，青年是生命中的春天，是早晨八九点钟的太阳。我们是跨世纪的一代，成学业于本世纪，成事业于新纪元，我们将成为时代洪流中搏击风浪的勇士。生逢此时，荣幸又艰巨。读书，是一切成大事者的必由之路，是一切创造的基础。认真读书是时代的要求。我们要用勤奋和汗水夯实学业大厦的地基，用拼搏向时光索取价值，用双手为鲜艳的五星红旗添彩。只有这样，才无愧于华夏子孙，才能肩负起承前启后，继往开来的历史使命。
时间的列车已经带着我们走向了新的一站——20xx年就要过去了。在这个辞旧迎新的时候，回忆过去的一年，我们心潮激荡。在这一年里，我们一起欢乐过、一起憧憬过、也一起努力过。我们为自己没有虚度这一年的光阴而欣慰、为我们在着一年里健康地成长而感到高兴。也许会有一些遗憾，但我们会把这些遗憾作为我们人生的宝贵经验和财富，因为我们相信，我们会做得更好!
同学们，我们正满怀着希望和信心来叩响人生这扇奥妙的大门。生活是那样丰富和广阔，有无数宝藏等待我们去挖掘，有无数险峰等待我们去攀登，有无数蓝图等待我们去描画……在这生命的春天里，播洒下希望的种子，辛勤地耕耘吧!

又逢一年元旦节，新的一年在人们的期待中悄悄开始了。元旦节对我们来说也已经是一个古老的话题了，那么，元旦节到底是从何而来？它又象征着一种什么意义，我们一起来看看。随着xx年第一屡阳光照亮大地，新年开始了她翩翩的脚步。难得的一次节假日让平时忙碌的人们有一次休闲的机会，陪同爱人，牵着孩子，走进广阔的城市空间，呼吸新鲜的空气，感受新年的阳光。一张张明媚的笑脸充满着对新年到来的希望和祝福。
元旦节是我国建国后法定的一个节假日，但元旦一词，在我国的历却出现的很早。南北朝时期首次出现“元旦”这个词语，而在此以前的“元日”、“正旦”等词都是指待新年的第一天。
年法，以前的元旦节往往就是指农历正月初一，1949年，中国人民政协第一届政协会议通过使用“公元纪年法”，将农历正月初一称为“春节”，将公历一月一日定为“元旦”
在“元旦”这个词语中，元的意思是第一或开始，旦的意思是太阳升起或是白天。元旦，便是新年的第一天。它蕴涵着一种蓬勃的生机，表明一种美好的开始。
一年之际在于春，作为一个全新的开始。平时忙忙碌碌的人们在元旦这个节假日，和家人一起放松放松心情，活动活动筋骨，然后再开始新一年的播种和耕耘。

篇15：新年演讲稿
各位同志朋友们：
大家好!明天是20xx年元旦。在这一元复始、万象更新的喜庆时刻，我们在这里欢聚一堂，共叙情谊，共度佳节、共话未来，我感到十分高兴。首先，我代表来安全体工作人员，向支持来安发展的同志们，朋友们致以节日的问候和美好的祝愿，祝大家元旦快乐!再次，感谢各位同志能在百忙之中参加这次茶话会，也感谢各位同志在过去的一年中，在各项工作中所做的努力，大家辛苦了。
刚刚过去的20xx年是我社区发展进程中很不平凡的一年。我们紧紧围绕上级党委、政府确定的目标和任务，服从和服务于上级党委、政府的工作大局，立足县城东部门户、环绕省泗阳经济开发区的区位特点，发挥自身优势，为加快打造县城东部活力创业之城做了一定的工作。面对各种复杂问题，我社区全体工作人员团结一心、开拓前进，成功的战胜了一个有一个困难，经过大家的努力，来安的各项工作蒸蒸日上。社区的各项工作都取得新的重大进展。在这里，我就过去一年的工作和下一步的工作规划做一下简要的汇报：
一是团结一心做好夏季防汛防涝工作。全年，社区各居委会对防汛防涝都特别重视，所有居委会均将筹集的物资或资金上交到社区，由社区安排专人统一管理，确保大涝来时，有物资抗汛。同时，在雨季来临之前，我们对社区范围内的所有水毁工程进行了修复，确保水能排的出。
二是夏秋季秸秆“双禁”及综合利用成效明显。在秸秆禁烧禁抛及综合利用工作中，全社区共组织2个巡逻督查大队，各居委会也都分别组建了巡逻队，全天候24小时加强巡查，全体干部都能坚守在路边田间，做到防患于未然，确保不着一把火，不冒一处烟，不污一条河。
三是小额扶贫贷款发放工作措施有力。经过社区及村居两级干部宣传发动，细心组织，目前全社区已发放小额扶贫贷款750万余元，完成率达85%以上。
四是农村低保户清理规范工作成效显著。截止年底，全社区共有886户、2260人享受了农村低保待遇。贫困人群按政策规定实现了应保尽保，辖区内五保老人全部得到了供养，供养人数达269人，其中集中供养的有83人。
五是 “三资”管理工作成效显著。截止年底，全社区22个居委会共上交村级资金303万元。
六是做好新境界生态园和东和平同林养殖厂两个“1+4”观摩点的打造。
七是做好土地占补平衡工作，新增土地29.8亩。
八是做好农村土地承包经营权的确权发证工作。
九是全力做好征地搬迁工作，切实保障县镇重点工程建设。目前，我们共完成47个项目用地保障工作，总用地面积达5157亩，搬迁居民共计646户，拆除房屋面积20万平方米。
十是做好招商引资及帮办服务工作。正是由于我们对客商能真诚贴心的服务，社区的招商引资工作也硕果累累。与高新技术分局联合引进的投资10亿元的宏基炭素项目预计年底可建成投产，落户在镇工业集中区的新境界实业项目10000平方米厂房已建好。投资1.5亿的上净实业医疗设备项目已于开发区签定进园意向协议。
十一是全力做好城建城管工作，切实维护搬迁居民的合法利益截止年底，完成桂庄小区二期补建房6幢，桂庄小区三期、未来花园二期“1+4”安置房建设66幢，未来花园一期四联排自建254户，建设面积达186960平方米，共计安置1242户，新启动桂庄小区三期、未来花园二期“1+4”安置房47幢已经开工建设。
十二是完成改厕工作。截止年底，共改厕1970户，其中桂庄小区改厕1350户，325省道沿线改厕545户，丁家沟75户。
十三是加大环卫保洁力度。进一步加强了环卫人员岗位责任制，逐步实现县要求的“村收集、镇运转、县处理”的垃圾运转模式;高质量的完成了社区范围内12公里长的 325省道沿线的景貌提升工作，保证了市、县委委工作会议期间涉及到社区范围内的观摩路线两侧环境卫生和省级卫生城创建迎检工作，1-12月份共计清理垃圾5000吨，建设10座垃圾池。
十四是完善来安、葛集街道和刘集圩、桂庄、同兴、葛集、蓝领公寓等小区物业管理模式。
十五是加大了违章建筑的管控力度。共计拆除207户，拆除面积达14815平方米。
十六是全力做好信访稳定工作，切实构建和谐稳定社会发展环境。全年排出信访件共计86件，接待来信来访65人次，共计办结63件，办结率97%，处理12345热线共计130件，办结率100%。上级纪委转办信访件138件，办结138件，办结率达100%。
十七是认真做好计划生育工作。计划生育工作稳步推进，参检率达99.2%以上，参排率达100%。在“计划生育三清一落实”和计划生育乱收费、乱罚款专项治理工作中，全社区共清理出已婚无孩328人，一孩54人，二孩及以上1495人，落实上环手术410例，绝育手术5例，人流156例。完成社会抚养费征收工作，今年共征收69万元，并超额完成任务。完成了世代计生服务中心改造，并通过验收。
十八是做好城镇、农村新型合作医疗保险工作。全社区稳步推进农村新型合作医疗保险工作，全社区应参保人数55804人，已参保人数56920人，参保率达102%以上。
十九是做好党建工作。对贾庄、来安、徐元、刘集圩、朱楼5个居委会村支部书记进行调整，并对14个村副职进行了调整。
20xx年工作计划：
一是做好开发区项目用地保障。
二是做好银杏路、牌坊路等9条近20公里公路铺设。
三是做好社区境内违章建筑的管控工作。
四是完成桂庄小区和未来花园47幢“1+4”安置房建设和安置工作，启动未来花园多层、高层建设工作。
五是完成来安街区改造开发的规划及启动工作。
六是做好境内环境卫生、物业管理工作，加大对街道、小区的环境卫生管理。
七是做好水毁工程的修复。
八是做好信访稳定工作。
九是做好徐元未来花园农贸市场的建设工作。
十是完成新境界生态园二期景观和配套设施建设工作。
十一是完成来安居委会党群服务中心配套设施建设。
十二是完成对社区22个居委会干部充实调整工作。
要完成以上的工作任务需要在坐的各位同志继续发挥自己的聪明才智，为家乡的建设和发展献计献策，发挥自己的特长，继续为社区的发展贡献自己的力量，众人拾柴火焰高，我相信在大家的团结努力下，我社区的工作一定能够再上新台阶!
