一、结合本土实际，体现作业乡土化
品德与社会新课程标准指出：教学内容可以从教科书扩展到学生的整个生活空间，包括社会生活中对儿童发展有意义的题材，把教学内容与本地区实际有机联系起来。农村学校地处山林田地之间，和大自然紧密接触，其中蕴含着很多城市学校所没有的课程资源。为此在布置品德作业时，教师应该充分结合农村的本土实际，体现品德作业的乡土化。

三、结合本土实际，体现作业的多元化

（1）课内外相结合，给足作业时间。作业设计要有课外有计划的采访，也要有课内当场完成的名片设计。学生基于课外作业的完成有了自己的收获和感悟，使得课内作业的完成降低了难度。同时要给足够完成作业的时间。
（2）正确具体指导，明确实践方法。只有方法正确才能事半功倍。在让学生做作业前，教师要给予具体的正确的'方法指导，让学生心中有方法、实践有步骤，不会盲目行事、浪费时间。

[摘要]针对美国经济发展前景，国际社会存在截然不同的两种看法。乐观者认为，今年美国的经济将增长3%左右，有的甚至预计会增长4%，明年达到3.5%以上。悲观论者中，一部分人认为美国经济仍处于复苏之中，进程十分缓慢，但不会出现经济再次负增长的所谓“双底”现象。还有一部分人认为，虽然美国不会重蹈日本泡沫破灭后经济持续萎靡不振的复辙，但美经济前景暗淡，将再现“双底”现象。
在美国经济今年一季度出现6.1%的强劲复苏后，国际社会大多认为今年将是美经济强劲增长并有力拉动世界经济复苏的一年。然而3月以来，美经济却险象环生，大公司假账丑闻不断、股市暴跌不休、美元汇率大幅贬值、投资者信心受到重挫、消费信心下降。今年下半年和明年美经济如何再次成为世界关注的焦点，对美国经济的前景，国际社会存在截然不同的两种看法。
一、乐观论
对美国经济持乐观态度的主要是政府决策部门和一些经济研究机构，其理由有：
1．美经济基本面仍然健康。美经济是主要发达国家中最“有韧性、有活力的经济”。从工业生产看，今年以来已连续6个月出现增长，其中6月份工业产值比上月增长0.8%，5月份的工业产值已从早先公布的0.2%增幅修正为0.4%。消费依然平稳增长，住房销售旺盛，汽车、电视机和服装等进口大增。今年1－3月美国劳动生产率增长8.4%，大大高于-1平均年增长2.43%的水平，说明90年代后期对信息技术的投资明显改善了生产率。股市反应的主要不是实际盈利，而是预期盈利，而生产率的提高必然会反映到上市公司的市盈率上来。
2．美宏观经济政策有利经济回升。去年一年内连续降息11次，美国联邦基金利率下降了4.5个百分点，仅为1.75%，达到40年来的最低点，使企业和个人约节省500多亿美元的借贷成本，房屋按揭、汽车无息分期付款和公司融资的条件相当优惠。美国的基准利率在未来的几个月内不会改变，由于通胀较低，利率还有下降的空间，对经济复苏应该继续产生重要的支撑作用。扩张性的财政政策将继续发挥作用。5月美国国会通过的布什提出的减税1.35万亿美元的减税法案，在去年退税400亿美元的`基础上，今年将退税700亿美元；今年3月8日美国国会又通过新的经济刺激法案，在今年、明年和后年分别注入510亿、430亿和290亿美元，用于增加失业率超过4%的州的失业救济金、对新投资项目减税30%；未来增加农业补1600亿美元；今年军费预算高达3793亿美元，比上年度增加14.5%，为近来的最高水平；用于国土安全的投资也翻了近一番，达到377亿美元。
3．股市泡沫基本挤干。首先，股市下跌的主要原因是接二连三的大公司丑闻。据统计，从年初到现在已经有112家美国公司公开修正了自己的收益数字，等于说过去的报表有假。短期的“丑闻”会比较集中地“爆”出来，股市当然不大会好，即使经济基本面有利好消息，也难以挡住这一波的冲击。但大公司违法行为的大量集中揭露和处理，有利于问题的及早解决，投资者的信心会得到较快的恢复。其次，美国的股市已经降到5年前的水平，股市市值下跌了一半以上，市盈利率已经接近长期平均水平。再次，股票市场与实际经济生活之间的联系，并不如人们想象的那样密不可分。因为股市弹性大，波动大，它并不是一个评价经济是否将持久发展的最重要的基本因素。美国经济发展的历史就有数次经济与股市背道而驰的例子。
4．信息技术产业复苏指日可待。导致20美国经济衰退和制约美国经济迅速复苏的主要原因是企业资本投资软弱乏力。1995-年，美国企业投资的一半是信息技术产品，美国的光缆网可以保证3年内不需铺设新的。但是，信息技术的一个与众不同特点是升级换代快，经过2-3年的调整，信息技术的投资将恢复增长。

二、悲观论

1．一些重要经济指标没有改善。首先，失业率继续攀高。根据以往的经验，从衰退转向复苏初期，失业率还会上升。去年3月份衰退以来，美国失业人数占劳动力人口的比重从3.5%一路上升到12月份高达5.8%；今年2月份降至5.5%，3月份上升到5. 7%,5-6月份上升到5.9%。其次，企业盈利继续下降。虽然资讯科技提高了企业生产率，但更加激烈的市场竞争和出口环境恶化、美元坚挺等压抑了企业利润的增长。据美国《商业周刊》统计，美900家大公司去年第4季度的盈利比上年同期下降了59%，而创下最大降幅的1991年只下降19%。又据美国商务部统计资料，美公司的税后利润去年下降15.9%，是战后降幅最大的年度之一，尤其是标准普尔指数中500家大公司去年总收入只有2250亿美元，下降了近50%。第三，企业投资意愿继续走弱。美企业界对于这种“无就业复苏”和“无利润复苏”深感忧虑。由于生产能力过剩，世界市场竞争激烈，美国企业对扩大投资缺乏信心。
2．美大公司假帐丑闻后果严重。首先，假帐丑闻的直接后果是这些资本几百亿乃至上千亿的大公司出现破产倒闭，连带有关的银行、投资公司出现经济损失，无数投资者的退休储蓄化为乌有，大批工人失业。其次，投资者失去了对上市公司、会计公司和证券机构的信任，沉重打击了公众对北美资本主义模式赖以生存和发展的资本市场的信心。再次，美股市投资者成为惊弓之鸟，纷纷从股市撤走资金，导致美股市下跌，美元贬值，并拖累世界其他主要国家的股市走低，给全球经济发展蒙上阴影。自1948年以来，美国经济每次衰退低谷之后的六个月，股价平均比一年前上升24%。但在今年6月份，也就是这次衰退结束后的6个月，股票比去年下降18%，这就等于股市比过去历次衰退结束后的同期下降42%。7月份，股价又比上月下跌10%以上。通常，降低利率会很快刺激经济增长，而股市下降对经济影响的时滞较长，目前的股票市场暴跌至少使经济减慢2-3个百分点。
3．支撑美国经济的消费岌岌可危。首先，房地产泡沫可能破灭。房地产建设热已经持续11年，是正常周期的两倍多，也是自第二次世界大战以来最长的。去年美国连续11次降息，住房抵押贷款利率大幅下降，加上巨额货币投放市场，使房地产交易十分火爆，去年新房、旧房销售量比上年分别增长了2.6%和2.7%，大大刺激了房价的上涨。无论从任何角度看，房地产热潮都已经走到尽头。最新的数据显示，房地产市场已经开始触顶回落。到今年6月为止，新屋动工总量较2月份的峰值减少了约6.5％。而房地产一旦下降，道路将是漫长的。其次，消费者债台高筑，削弱未来的购买力。20世纪90年代后期，美国新经济的发展和股市非理性繁荣，使美国的家庭消费持续增长。2001年，美国经济进入衰退后，由于抵押贷款利率大幅下降，美国家庭更为积极地为他们的抵押进行再融资，以获得更低的贷款利率，美国的消费依然维持了增长。由于过度的消费能力主要来源于不真实的私人房产和财产的资本利得，结果导致目前家庭贷款占GDP的比例高达75%，与上一个经济周期的复苏时期相比高出10个百分点。尽管目前的短期利率已经处于40年来的最低位，但债务负担很难减轻。今年以来，美国股市市值在过去两年跌掉40000亿美元的基础上，又缩水25000亿美元，房地产泡沫和股市财富负效应必将削弱居民的购买力。
4．宏观调控能力后劲不足。首先，财政赤字将连年加大。由于布什政府实行一系列经济刺激政策，过度开支，上届政府留下的财政盈余已花光，而复苏乏力又势必减少财政收入，致使今后几年不得不面对巨额财政赤字。去年11月白宫管理与预算局就指出，在2005财政年度之前，联邦预算赤字将连年加大。其次，利率水平已经处于40年来的最低点，随着美元的不断贬值，美进口价格势必上升，通货膨胀的压力会不断加大，美将面临升息的压力。再次，美主导经济的政界人士的信誉不高，要求财政部长辞职的呼声日益高涨。受人崇拜的镁联储主席格林斯潘振兴经济的能力也似乎失效，国会作证之后，他对经济的乐观态度，非但没有推升股市，股市反而跌得更惨。

一、初中数学作业现状分析
提起作业，尤其是数学作业，大多数学生都是苦不堪言。究其原因，除了数学作业要求的思维性较高等原因外，数学作业设计的无效性也是一大原因。具体表现如下。
1.作业形式单一，重复内容过多。在新课改下，教师能认识到题海战术对学生学习能力的培养作用不大，但是大部分教师在考试分数的压力下，还是使用着题海战术，期望通过做大量试题达到“熟能生巧”的目的。具体表现就是作业形式单一，重复的内容过多。
2.作业背景陈旧，脱离学生实际。随着社会的发展，学生的生活学习环境发生了很大的变化。但是很多教师在设计作业的时候，不能很好地认识这一点。部分作业设置的背景都是脱离学生实际生活的。如，繁琐的追击(相遇)问题、水池排放水问题等缺乏现实生活背景和实用价值。
3.一刀切，无层次性。很多教师在授课的时候能够认识到学生之间存在的差异性，例如在进行课堂提问的时候，把难度较高的问题留给优等生，而把一些较简单的问题留给后进生，让不同层次的学生都能获得学习的自信心。但是，在布置作业的时候，却容易忽略层次性。布置的作业一般都是一刀切，不能兼顾班级各个层次的学生。造成的后果是，要么是优等生“吃不够”，要么是后进生“吃不下”。
4.作业内容与授课内容不一致。互联网的发展，使得教师的教学资源得到了极大的丰富。很多教师在布置作业的时候，都会在网上进行搜集。不可否认，这对于提高教师的工作效率有很大帮助。但是网上的资源是良莠不齐的。很多教师下载作业后，只是笼统地看一下，这就导致了布置的作业与授课内容不一致。尤其是近两年，初中数学教科书进行了变动，而网络上很多资源都是陈旧的，使得这种现象更突出了。

课堂作业应该服务、服从于课堂教学活动。教师设置的课堂教学内容、实施的教学手段、设定的教学环节，都为了让学习对象的数学知识素养、解决问题技能经验等，得到有效的锻炼和切实的巩固。课堂作业作为课堂教学活动体系一部分，就必须为学习对象知识技能巩固强化做好服务工作。教育学指出，课堂作业具有鲜明的温故特性，能够帮助学习对象切实巩固所学知识和技能。因此，教师在初中数学作业设计时，应发挥课堂作业在巩固强化数学知识素养方面的温故特性，认真做好教材的研析工作，吃透教材，抓住教与学的重点和难点，并将重难点以典型案例的形式，融入和渗透在所设计的课堂作业内容之中，让初中生在解决作业案例中，进一步巩固强化所学知识，进一步理解掌握知识内涵，提升数学知识素养。

学生是课堂教学活动中最为活跃的关键因素。作为社会存在个体，学生受自然环境、社会环境以及自身条件等方面的影响和制约，个体之间的智力发展、解析水平以及技能素养等存在距离和差距。教育发展学指出，学生个体差异性客观存在，教师应科学施教，有效缩减，促进整体进步。而笔者发现，少部分初中数学教师课堂作业脱离学生主体，所设计作业内容难易层次不明显，递进性不强，解析要求过高或过低，大大降低了课堂作业的教学功效。这就要求，教师设计作业，首先要坚持“以生为本”的理念不动摇，从学生中来，到学生中去，联系学生学习实际，贴合学生学习实情，设计出既面向全体学生，又兼顾中后进学生群体的作业内容，在层次分明、难易递进的课堂作业中，为每一学生提供发展时机，推进初中生不同程度进步。值得注意的是，课堂作业设计的案例题型以及解题要求，正好遵循和符合因材施教，因生而异的教学原则，教师在设计过程中要联系学生，深刻运用。
三、凸显探究特性，注重学习能力锤炼
